RHCS 5.1 does not support MultiSite Configuration

- With the release of Red Hat Ceph Storage 5.1 Red Hat will not be supporting the Rados GateWay Multi-Site feature due to several known open synchronization issues not seen in Red Hat Ceph Storage 5.0 and 4.2 code bases.
- Red Hat engineering has inserted protective measures to block customers that are running Multi-Site configurations from upgrading from previous RHCS 4.x and 5.0x releases. When attempting to upgrade from one of these releases to RHCS 5.1 you will be notified that This release of Red Hat Ceph Storage doesn't allow upgrading with rgw multisite.
- Red Hat engineering has inserted a protective measure for users attempting to install new RHCS clusters that will be configured to use RGW multi-site as well. When attempting to bootstrap a cluster on RHCS 5.1, prior to bootstrapping the first Ceph monitor, a question will be asked about the intended use case for this RHCS cluster. If RGW multisite is the intended configuration the user will be guided towards installing the latest 5.0z4 release.
