Updates to OpenShift Virtualization 4.22 recording rules naming

Updated

Based on the Prometheus best practices, recording rules should follow the naming convention of <level>:<metric>:<operations>, so that users can distinguish between recording rules and metrics. In OpenShift Virtualization 4.22 and newer versions, recording rule names have been updated to follow this convention.

The following recording rules were renamed to correct naming conventions:
