Why does nova-placement not use its own database?

Issue

• Why does nova-placement not use its own database?
• During overcloud backup and restore, I found that a database for nova-placement isn't used. Is it an expected behavior?

Resolution

• With TripleO/Director, director configured a separate DB for placement for the undercloud and overcloud since the beginning. But the placement_database config options were reverted with the upstream commit,Content from review.openstack.org is not included.Remove unused placement_database config options, which means so far even if Tripleo/Director have the config set it was not used. Now with rocky/OSP14, they have the options again. With This content is not included.RHBZ#1637972, we will change to use the nova-api DB also for placement in rocky/OSP14 to not encounter issues on upgrades.
