JAX-WS context.containsKey(MessageContext.HTTP_REQUEST_HEADERS) returns false, even though headers are present, We already opened a JIRA ticket for this in Apache CXF: https://issues.apache.org/jira/browse/CXF-7832

Resolution

Apply JBoss EAP 7.2 CP1 or later
Apply JBoss EAP 7.1 CP6
