openshift_install program does not list option to select vSphere installation

Environment

Red Hat OpenShift Container Platform v4.1

Issue

When attempting to install Red Hat OpenShift Container Platform on vSphere, openshift-install only shows an installation option for AWS.

Resolution

Verify that install-config.yaml is in the same directory as the installer. If passing the --dir option to openshift-install, verify that install-config.yaml is in the path specified by the --dir option.

Root Cause

openshift-install must be able to locate install-config.yaml. If openshift-install can not locate install-config.yaml, the installer will attempt to begin an IPI(Installer Provisioned Infrastructure) installation and AWS is presently the only platform supported by an IPI install.
