Root Cause

By default, after a Content View is published or promoted to a Lifecycle Environment, a capsule synchronization task will initiate to push that content to the Capsules within that Lifecycle Environment's scope.

If two different Content Views are published sequentially, there is a possibility of these background synchronization tasks encountering locks with each other.

Note: An error about encountering locks in general does not sufficiently indicate that this issue is being encountered. There are many valid reasons for locking error messages to be displayed if a shared resource is being used by two actions. This specific issue is only applying to the tasks that are attempting to sync content to a capsule: Actions::Katello::CapsuleContent::Sync and it appears to be onset by upgrading to Red Hat Satellite 6.7.0 or 6.7.1
