Issue
The 4.6 Openshift release notes, lists the Metering Operator as deprecated.

Resolution
The Operator Metering is indeed deprecated as of 4.6, we will not be rolling out additional design changes.
- Section Deprecated removed features
The alternative solution is being worked on and will be released in an upcoming minor release, with further details. In short, it will be less complex, directly using Prometheus for queries and storage.
