Resolution
Move the puppet ssl folder to backup so the certs can be re-created:
# mv /etc/puppetlabs/puppet/ssl /etc/puppetlabs/puppet/ssl.bkp

Root Cause
Existing certificates are in place before the installer run:
Existing file at '/etc/puppetlabs/puppet/ssl/certs/ca.pem'
Existing file at '/etc/puppetlabs/puppet/ssl/crl.pem'
