Resolution

This is to share with you that, Red Hat Enterprise Linux (RHEL) 10 clients are officially supported from Red Satellite 6.17 and later versions only.

Earlier, PuppetLabs used to release the open-source version of Puppet Agent which was re-packaged and released in the Satellite Client repository. Now PuppetLabs has made puppet-agent closed source and thus there is no RPM for RHEL 10. Refer Content from yum.puppetlabs.com is not included.PuppetLabs repo for more details.

The community has been working on a project Content from github.com is not included.OpenVox to work past this choice by Puppetlabs and provide a community and builds for Puppet. We are working on transitioning our RPMs to OpenVox, after which we could provide a RHEL 10 version of puppet-agent (openvox-agent).
